ECDC tool for the prioritisation of infectious disease threats
This qualitative tool, implemented as an Excel workbook, is based on multi-criteria decision analysis. It ranks infectious disease threats in a transparent, comparable and methodologically reproducible manner. The tool enables the relative ranking of different infectious disease threats. It is intended as a supplement to other methods that also support decision-making in preparedness planning. Please use the handbook and manual with descriptions about the tool for further instructions. The tool and the handbook are best used in conjunction with ECDC’s report on Best practices in ranking emerging infectious disease threats, which illustrates several important considerations for the risk-ranking process.

Risk communication
Risk communication is a sustained communication process with a diverse audience about the likely outcomes of health and behavioural attitudes.
Preparedness
Preparedness aims to minimise the risks posed by communicable diseases and mitigate their impact during a public health emergency, regardless of the scale (local, regional, national, European). This requires the capacities and capabilities for effective planning, coordination, early detection, assessment, investigation, response to and communication in public health emergencies.
Burden of communicable diseases
The Burden of Communicable Diseases in Europe (BCoDE) is an ECDC project that aims to estimate the burden of communicable diseases applying composite health measures (DALYs: Disability Adjusted Life Years) to summarize the overall burden in one single metric and compare the relative burden of each communicable disease.
