You will work in the Policy Coordination and Strategic Affairs section in the Director’s Office.

Reporting to the Head of Section Policy Coordination and Strategic Affairs, you will be part of a small team supporting the ECDC Director and the Centre’s work related to strengthening ECDC’s strategic collaboration with EU institutions, including the EU Agencies as well as the EU Agencies’ Network and other key partners.

As a member of the Policy Coordination and Strategic Affairs section, you will also be working closely with the ECDC Director. The post requires a high level of discretion and diplomacy and may also involve handling restricted information.

In this position, you will have a wide variety of tasks that will give you the opportunity to work closely with the Head of Section to:

  • Strengthen ECDC’s relations with other EU Institutions and EU Agencies, focusing on policy issues within ECDC’s mandate and related to the Centre’s overall responsibilities on response, prevention and preparedness, and disease-specific work;
  • Support the development of internal common positions on cross-agency issues with external relevance, such as actively engaging in the cross-agency One Health task force, and other key files of interest;
  • Conceptualise and draft internal and external briefings, background papers, and executive communications for the Director;
  • Keep abreast of the political and scientific context in which the Centre operates, closely following and interpreting signals of strategic importance across relevant sectors to inform the Centre’s work;
  • Strengthen collaboration with the EU Agencies through active participation in joint initiatives and networks;
  • Coordinate ECDC’s engagements with the EU Agency Network, EUAN, and its Support Office;
  • Advise and provide input on external high-level engagements;
  • Support or lead on the planning and development of external high-level events;
  • Project manage contracts, as needed, in order to implement activities related to strategic priorities of the Section;
  • Accompany the Director on missions related to the above areas and ensure relevant follow-up as needed; 

Contribute to other activities of ECDC as required, within your field of competence.

What are we looking for?

Formal requirements

For your application to be considered eligible you must fulfil all the following requirements by the application deadline:

  • A level of education which corresponds to completed university studies of at least 3 years attested by a diploma[1]
  • Thorough knowledge of one of the official EU languages and a satisfactory knowledge of another official EU language to the extent necessary for the performance of your duties[2];
  • Nationality of one of the EU Member States or of Norway, Iceland or Liechtenstein and to be entitled to your full rights as a citizen;
  • To have fulfilled any obligations imposed by the applicable laws on military service;
  • Meet the character requirements for the duties involved[3]; and
  • Be physically fit to perform the duties linked to the post.

You will need to provide appropriate documents to show that you meet all of the above criteria.

Selection criteria

For your application to be evaluated further, you will also need:

  • At least 5 years of professional experience (following the award of the diploma), of recent, hands on professional experience acquired in expert positions relevant to the job description in public health and/or European/public health strategic policy areas;
  • Strong background in EU Affairs and -Institutional relations, including a clear understanding of the work of the EU Agencies;
  • Deep understanding of EU policies and activities in the field of public health, EU Institutional structures and governance, including collaboration with the EU agencies;
  • Proven solid experience in drafting policy-oriented executive briefings, speeches and/or communications;
  • Experience in analysing and acting in a complex policy environment from a public health perspective and converting policy papers into recommendations and proposals for action;
  • Proven experience in networking and management of public health stakeholders including conceptualising and managing large scale and/or high-level policy events involving actors and stakeholders of different audiences;
  • Excellent command of English, both written and spoken, and preferably excellent knowledge of German and/or French.

  • Ability to build strong working relationships and to be able to work in a team in a fast paced environment.

What can we offer you?

We offer a competitive salary and a range of benefits, including health insurance, learning opportunities and flexible work arrangements such as flexible working hours and teleworking in the Stockholm area for part of the week. Additionally, you can work up to 10 days a year from outside the Stockholm area.

Depending on your experience, the monthly basic salary usually starts at € 5,973.44 and may be supplemented by various allowances including, as applicable, expatriation and/or generous family allowances. Salary is exempt from national tax and instead an Agency tax is deducted. We also provide financial support when relocating to Stockholm.

How does our selection process work?

Our selection process takes, on average, three months from the application deadline. All selection processes include a remote written test and a video conference interview; some selection processes may include additional steps.

After a candidate has been selected for the position, additional shortlisted candidates can be placed on a reserve list. The reserve list may be used when ECDC needs to fill similar positions at the same level in the future. The reserve list is valid until 31 December 2026 and may be extended.
