After-action review of leptospirosis outbreak response in Latvia in 2025
This after-action review focused on assessing key technical areas of outbreak response following a leptospirosis outbreak in Latvia. The period under review was the acute phase of the outbreak from September to December 2025. In particular, the performance of the existing national surveillance system was reviewed, with a focus on early detection and response, cross-sectoral communication and collaboration, and the implementation of a One Health approach.
Key findings
Multisectoral operational collaboration mechanisms should be strengthened in Latvia to ensure clear information flows, well-defined roles and responsibilities, and consistently applied procedures during leptospirosis preparedness and response activities. Establishing structured coordination platforms – supported by harmonised protocols and shared data systems – would significantly reinforce national capacity to detect, jointly assess, and respond to future outbreaks through a One Health approach.
Systematic involvement of environmental institutions would be beneficial, given the influence of environmental conditions on leptospirosis transmission. For example, mechanisms can be established to support sharing of relevant information on climate patterns and weather to support effective surveillance, prevention, risk assessment and response planning.
