Overview of recommendations on preparedness and response to serious cross-border threats to health

This overview presents key recommendations based on updates submitted by EU/EEA countries in 2023 regarding prevention, preparedness, response planning, and implementation at national level.

The European Commission, in cooperation with the European Centre for Disease Prevention and Control (ECDC), has developed these recommendations to support countries in strengthening their capacity to prevent, detect and respond to serious cross-border threats to health.

Recommendations for EU Member States and EEA countries are organised across three main areas:

  • Prevention, preparedness and response planning 
  • Surveillance and early detection 
  • Response, surge capacity and continuity of essential services 

These recommendations are part of a three-year reporting and assessment cycle on prevention, preparedness and response planning, established in 2023 under Regulation (EU) 2022/2371 on serious cross-border threats to health. The Regulation aims to facilitate adequate Union-wide preparedness for and response to all cross-border threats to health.
