ECDC/2026/LVP/SPR/260851 Outbreak Toolkit for STI (ECDC/2026/LVP/0024)

The objective of this tender is to contract the development of a Toolkit for Outbreak Investigation of Sexually Transmitted Infections (STIs), with a focus on outbreaks affecting men who have sex with men (MSM). The toolkit will operationalise ECDC's generic outbreak investigation toolkit for use in STI contexts and support ECDC and EU/EEA Member States in responding to outbreaks. The toolkit will reflect the specific epidemiological and operational characteristics of STI outbreaks among MSM, including but not limited to considerations related to contact tracing, diagnostics, sequencing, community engagement, and risk communication. It will build on existing evidence and best practices and include practical guidance, as well as adaptable tools and templates for data collection, analysis, communication and coordination. The final outputs will consist of an implementation-ready toolkit with supporting resources, suitable for web-based publication on the ECDC website in a user-friendly format. The toolkit will facilitate rapid deployment of outbreak investigation resources, promote consistency across investigations, and strengthen cross-border collaboration and response.

Economic operators shall be established in the European Union, European Economic Area and Stabilisation and Association Agreements countries.
