This document provides principles of surveillance, infection prevention and control (IPC) and management of COVID-19 infection in prisons in European Union (EU) and European Economic Area (EEA) countries and the United Kingdom (UK).

This document aims to provide guidance for civil society and non-governmental organisations (NGOs) as well as for national and regional authorities in the EU/EEA and the UK, who are providing support for people who have medical and social vulnerabilities during the COVID-19 pandemic.

The main objective of this guidance is to provide scientific advice on public health principles and considerations for infection and prevention control of COVID-19 in migrant and refugee reception and detention centres in the European Union and European Economic Area (EU/EEA) and the United Kingdom (UK).

It is of paramount importance to be able to rapidly identify, assess and control COVID-19 outbreaks in LTCFs in order to protect this particularly fragile population. This document provides guidance for EU/EEA Member States planning to implement monitoring systems at LTCFs and describes the surveillance objectives.
