This ECDC thematic report covers key issues and priorities for action in Europe. It draws on country data reported to ECDC for Dublin Declaration monitoring and UNAIDS global reporting in 2012 and 2014 and surveillance data reported by countries to ECDC and WHO Europe since 2004.

This report summarises key issues related to HIV and migrants in Europe, focusing on the EU/EEA, and identifies priority actions to improve the HIV response for this key population. It draws on 2015 surveillance data reported to ECDC and the WHO Regional Office for Europe, and 2016 Dublin Declaration monitoring data reported to ECDC by 48 countries.

The ECDC Report on migration and infectious diseases in the EU is composed of a series of disease-specific documents presenting data analysis, evidence summary, interpretation and guidance on interventions in the field of migration and selected infectious diseases. This background note complements and introduces the disease-specific reports.

Most European countries reported no changes in the rate of newly diagnosed cases of HIV or HIV prevalence in IDU in 2011.

This guidance aims to provide EU/EEA countries with an evidence-based framework to help develop, implement, monitor and evaluate their own national HBV, HCV and HIV testing guidelines and programmes.
