This ECDC thematic report covers key issues and priorities for action in Europe. It draws on country data reported to ECDC for Dublin Declaration monitoring and UNAIDS global reporting in 2012 and 2014 and surveillance data reported by countries to ECDC and WHO Europe since 2004.

This report summarises key issues related to HIV and people who inject drugs in Europe and Central Asia based on data provided by countries for reporting on the Dublin Declaration in 2018.

The content of this joint guidance was developed by the European Centre for Disease Prevention and Control (ECDC) and the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) with the support of a technical advisory group composed of policy makers, service providers, civil society representatives and preventative health experts from throughout the EU/EEA.
