What EU and EFTA countries should do in pandemic phases 5 and 6

During phases 5 and 6 of pandemic alert, national actions shift from preparedness to response at a global level. The goal of recommended actions during these phases is to reduce the impact of the pandemic on society. 

In the document Pandemic influenza preparedness & response: a WHO guidance document, the World Health Organization (WHO) lists actions to be taken at global and national levels. The recommended actions are basically the same for the two phases. The main distinction is between what should be done in countries yet to be affected (presently all of the EU and EFTA countries) and affected countries.
