Questions and answers:
Question 1:
Annex VII - financial proposal form – you specify: "Prices should be quoted….." where should the budget be specified/added ? Can the tenderer attach or add it to the template ? How specified should it be (indirect cost, overhead etc.) ?
Answer:
Prices are referred in general in plural. In this tender one only total price is requested. Please state the total price in the line above for price. That information is sufficient, without additional information.
Question 2:
Another minor issue : in annex V – (Authorised signatory form) the headline refers to a different tender.
Answer:
Corrigendum: please refer to the header and cancel the reference to the different tender.
Question 3:
The tender specifications do not mention any preferred software tools for the statistical/GIS analyses. Concerning the regression/correlation analysis part, does ECDC have any specific requirements about this issue, or should we propose a software system?
Answer:
ECDC does not require a specific software package for the WNV project but a sound analysis. GIS could be one approach but it could also be a multivariate analysis, controlling for other potential confounders, or other relevant approaches.
Question 4:
Browsing the ECDC web site, I have noticed that another “parallel” project (specific to GIS analysis) is ongoing: OJ/01/14/2011-PROC/2011/006 Consulting for the development of GIS modelling and mapping applications of environmental data for public health use. My understanding is that the GIS analysis pertinent to the West Nile Virus project will be performed by means of the new GIS web infrastructure that will be developed within the other project. Am I correct? Or is ECDC’s approach on the opposite side: to perform the West Nile Virus analysis with the GIS web infrastructure AND by means of another established software tool, with the aim of verifying the new GIS system results?
Answer:
The projects should not be considered to be related, as they have very different scope and purposes. There is no requirement in this project to work with GIS, but of course GIS might be one approach to answer the project questions.
