Question 1: Is the budget allowed for this Lot (€35,000) expected to include the travel and accommodation costs for the course participants and the pedagogical team or will these be paid direct from the ECDC?
Answer: Please see the first paragraph on page 15 of the Tender specifications:

Lot 3: Organize and facilitate a course for 15 participants
The contractor is expected to organize and deliver a course with the duration of 3.5 days and cover the costs for the pedagogical team and 15 participants; these costs should be included in the financial proposal (section D.4).
The travel,  accommodation and daily allowance costs will be covered by the contractor.  Please see the table below for the daily allowance and accommodation rates.
