Question 1
Is any specific template at ECDC to be used by the tenderers when they participate in a consortium, or a Consortium agreement guide?
Answer
No specific template is provided for consortium agreement. Tenderers are free to compile the documentation according to the instructions given in the part 1.4 of the tender specifications.
Question 2
Will ECDC deliver only the key messages and the script in English language for Roma video material, or a draft English video material which will be translated and culturally adapted?
Answer
Messages and content will be developed in English for all materials. Thus no draft English video will be produced for Roma.
Question 3
We need additional details as to the current status of the materials for healthcare professionals, mothers/grandmothers - is the English version already developed by ECDC?
In order to prepare an accurate cost estimate, we would need additional information about the types of materials, formats, number of pages, usage rights for the visuals, duration of the video production.
Answer
As mentioned in section 2.2, 2.2.2.2, the messages and content of communication materials, in English, will be provided by ECDC. This refers to messages and content only, as within the cultural adaptation process the most relevant types f materials will be developed.
Under 2.2.2.4 in the call for tender documentation, it is mentioned that the contractor is expected to develop master communication sets, i.e. prototype of materials for each target groups. The text also include examples of communication materials types, ex. printed materials for relevant health professionals, printed materials for mothers and grandmothers, video material for Roma, printed materials for media and more concrete examples are offered. Contractor is invited to contribute with other relevant communication tools in the proposal, according to previous experience in working with these target groups.
Question 4
Does the scope of the project include also production and distribution of the materials or just the adaptation of the said materials?
Answer
As it is mentioned in the call for tender documentation, under 2.2.2. description of work/ tasks, the scope of the asi8gnemtn includes: methodology and workplan for the assignment; translation of the communication materials; adaptation of communication materials content; proposing of master communication sets. Therefore the assignment does not include multiplication or distribution of communication materials.
Question 5
Media reach - does the project consists in the preparation of media brief, or do we have to consider press releases as well?
Answer
The current assignment includes cultural adaptation of communication materials for media. Thus it does not include media reach per se, no need to develop press releases under this assignment.
Question 6
For each subcontracted company are needed the administrative documents separately, or could a declaration of eligibility signed by us, as leader of the project, be enough?
Answer
All sub-contractors must be eligible for the contract. If the identity of the intended sub-contractor is already known at the time of submitting the tender, the tenderer must furnish a statement guaranteeing the eligibility of the sub-contractor.
Question 7
The financial proposal should include the costs for the services supplied by each subcontracted company, or the total costs of the project?
Answer
The financial proposal should include the total cost of the project. Nevertheless as indicated in the article 1.5 the tenderer must indicate in the tender which part of the work will be subcontracted. The total value of subcontracted part cannot represent the total value of the contract.
