Question 1
What is the period that the survey respondents have to populate the form?
Answer
No decision on the details of the survey have been made. This will be done in collaboration with the tenderer. However, if previous experience is any predictor, the respondents would need at least four weeks to respond.

 

Question 2
Is there any estimate of predicted response rate?
Answer
No estimation of predicted response is available.

 

Question 3 
How will the survey be circulated? – this is to understand if the information will be provided to the contractor on an on-going basis or at the end of a defined period.
Answer
ECDC will circulate the survey to Member States. All responses will be forwarded to the tenderer as soon as they have been submitted to ECD.

 

Question 4
How will the survey results be provided back to the contractor?
Answer
Survey results will be fed back to the tenderer as they are submitted to ECDC.

 

Question 5
On page 6 of  the Tender Specifications, it is stated that "Technical and Professional capacity documents" should be inserted in Envelope A - Administrative Documents. On page 16, under the heading Evidence Required, point B, it is stated that we should provide "Professional accreditations or references held by the tenderer and relevant subcontractors; CVs of the experts to carry out the study [...]". We have two questions with respect to this:
1) What do you mean by Professional accreditations or references held by the tenderer"? In case we do not have any, is this a ground for exclusion?
Answer
The tenderer needs to prove that he has the technical and professional capacity in some way. If he cannot, then he will not be considered for the rest of the evaluation.


Question 6
2) Does this mean that CVs of experts should be included in the Envelope A - Administrative Documents only and not in the Envelop B - Technical Proposal?
Answer
The CVs are required in Envelope A. The tenderer may decide to insert them also in the Envelope B in addition.
